where can i find it... been lookin all over pre-ascalon and couldnt find dam tunic any1 know maybe?

They suck, but if you do a search on the forums for it you'll probably find it. The exact same question was asked not to long ago.

It most certainly is up to you, but if you hoard your leather and bone from items you salvaged and well as have a nice amount of gold, you will get much improved armor in post searing Ascalon.

For example, for 150 gold + some leather and bone, you get armor with a +30 armor, and it has other pluses as well for energy, blood, death etc...

You may only have enough for one or two pieces to start with, but it made a huge difference! Just my thoughts and ramblings.

I think the necro and the elementalists do not have chest armor in Pre. I've visited every collector not one has the chest armor for those classes. There is another thread in which someone has actually contact Anet support. Hopefully this gets fixed since, in my opinion, it really bothers me to run around with unmatching clothes

I know that I'll get better gear in post but it also comes down to the shear principle of the matter as well.
